Monolith City is flooding and Freddie Freeman wants to know why.
No one in the city acknowledges the flood despite Freeman trying to warn people. Mayor Oaks concerns himself with a lost AI technology, the Ghost, to keep order. Instead of keeping on message, the Ghost broadcasts deepfakes that turn citizens into zombies. Freeman discovers Oaks harnessed the Black Clover, a secret society, to resurrect the AI. Freeman meets members of the society and together they confront both the Mayor and the Ghost while the waters rise.
